Infrastucture Day 5 Metering

We will need to set up metering so that we can monitor how much water, power and bandwith a given area is using, or adding to the grid. That way we can add infrastructure where needed, can charge for excessive usage or utilize whatever opportunities may arise. This is more for future ideas not necessarily for immediate usages.
